I found this welding installation in UP's Evanston WY yards. I presume it was at the RIP (Repair In Place) track.

Someone forgot to turn the torch off...
Description:
This is what happens when a running acetylene torch is dragged across the tracks. There are two rails here because we are very close to the points of a switch. This is right by the acetylene supply stand in UPs Evanston WY yards.
